Orie Legislation to Address Transit Accountability and Funding Issues

Sen. Jane Orie (R-Allegheny) today announced the introduction of two bills concerning the funding of transit in Allegheny County and the operation of the Port Authority, the county's transit agency.

The first bill will provide that the monies to be received by Allegheny County from gaming revenues shall be dedicated to funding transit and the operation of the Port Authority.

The second measure would place state-appointed representatives on the Board of the Port Authority of Allegheny County (PAT).  In support of this legislation, Orie commented: "In light of the fact that the state currently provides 60% of the authority's funding, there should be state-appointed members involved in its decision making process."

The inclusion of state representation is consistent with the findings of the Transportation Funding and Reform Commission, as well as a preliminary recommendation issued by the State Auditor General in a recent letter to the Port Authority.  "Under my bill, the Governor would make two appointments, and the General Assembly would also appoint two members, to the nine-member board.  Also, all appointments would have to be residents of Allegheny County with qualifications and expertise relevant to the position," Orie stated.

Further, the legislation would clearly empower the Auditor General to perform an annual audit, with forensic components if deemed necessary.  The annual audit will also clearly pertain to both the capital and operating budgets of PAT--with continued state funding predicated on the results.
